WA apparently re-legalized "co-living" in this legislative session, as well as smaller studios. Sightline may have some articles about it. Do you think there are some caveats like 55+ only or women only that could make these projects more palatable for NIMBY jurisdictions? Thinking not only of initial acceptance, but the effects of subsequent headlines on other jurisdictions' acceptance. To me this seems like a good route to housing abundance.

I don't understand how HIV/AIDS would result in more young & female homeless people.

Good question, I am not sure either. Perhaps it had to do with the social stigma. This was also a time when patients declined rapidly due to a lack of treatments. It is easy to imagine someone quickly losing their job then struggling with rapidly failing health. And being shunned as they tried to find a place to stay.

If their health was rapidly declining due to AIDS, how long are they going to survive being homeless?

Good question, I don't know, presumably not very long. So many people were infected by HIV, that could have meaningfully increased the number of homeless even if they did not live long. I think it was one factor among many, I would not focus on it too much.
